Proposing an amendment to Article III, Sec. 49a of the Constitution of the State of Texas providing for the certification by the Comptroller of Public Accounts of estimates of available funds in connection with bills appropriating money after said bills have been returned to him by the House in which same originated and for presentation of such bills to the Governor for approval or disapproval.
