Proposing an amendment to Article III of the Constitution of the State of Texas by repealing Section 49a, which section requires certain statements under oath by the Comptroller of Public Accounts to be submitted to the Governor and the Legislature upon its convening, showing the financial condition of the State Treasury at the close of the last fiscal year, and an estimate of the probable receipts and disbursements for the current fiscal year.
