Relating to amending a previous Act, providing for prior-service annuity and the procedure for determining the same and increasing from one and one-half per centum to two per centum of average prior service compensation in making said determination for prior-service annuity, providing for new definition of the term "Prior Service Annuity" in the Teacher Retirement System of Texas law; repealing all laws in conflict; providing a savings clause.
