Relating to authorize State Teachers Colleges and other Institutions of Higher Learning to own, acquire, construct, and operate airports, and accept federal aid and money for said purpose, and enter into sponsor's assurance agreements with the federal government, and operate airports separately or in co-operation with a city, county, State or Federal government, without expense to or liability against the State.
