Relating to amending a previous Act, prescribing the means and conditions for the issuance of certified copies of Certificates of Title, requiring indemnity bond and payment of fees and prescribing powers of the Highway Department of the State of Texas to refuse issuance of Certificate of Title and prescribing method and manner of filing "floor plan liens", and statutory liens and the manner of releasing "floor plan liens"; repealing all laws and parts of laws in conflict to the extent of the conflict only; providing a savings clause.
