Relating to provide for applications of any District, County, or Precinct Officer for authority to appoint deputies, assistants, or clerks in his office, stating the number needed, and the total annual appropriation requested with which to pay the salaries of such deputies, assistants, or clerks authorized to be appointed in his office; repealing all laws or parts of laws in conflict herewith.
