Relating to declaring monopolies contrary to public policy of this State; making it unlawful for those engaged in the practice of medicine or in the operation of hospitals from preventing any licensed physicians from visiting patients, performing operations or giving medical attention; providing exclusions; fixing a penalty; repealing all laws and parts of laws in conflict; providing a savings clause.
