Relating to amending a previous Act, authorizing any political subdivision of the State of Texas which heretofore has issued and sold bonds and is unable to obtain labor and material to carry out the purposes for which the bonds were issued to invest the proceeds now on hand in government bonds or other obligations of the United States of America.
