Relating to provide for the selection of a site for the establishment of a hospital for insane people who have been or may be convicted of crime; authorizing and directing the State Board of Control to provide plans and specifications for such hospital and enter into contract for its construction; qualifications for and compensation of its employees; repealing a previous Act.
