Relating to amending a previous Act, making appropriation for an increase in, and supplementing, the amounts of moneys set out and appropriated for the Educational Institutions of Higher Learning of the State of Texas for traveling expenses provided for in House Bill No. 246, Regular Session of the 50th Legislature, beginning with the effective date of this Act and ending on August 31, 1949; and limiting the travel expenses of all State employees for meals and lodging to a certain amount.
