Relating to providing for workmen's compensation insurance for employees of the Texas Highway Patrol Division of the Department of Public Safety; prescribing penalty for failure of clerks of courts in compensation cases under this law to perform duties prescribed by this law; declaring that provisions of this Act to be severable; suspending all laws or parts of laws in conflict herewith to the extent of the conflict.
