Relating to aiding in the protection of property and lives of citizens from further disastrous and calamitous overflows by remitting all State and ad valorem taxes to certain counties for a term of twenty-five (25) years, to be used for the construction and maintenance of levees, dikes, floodways, dams, and drainways.
