Relating to releasing and extinguishing all delinquent taxes which are now due the State of Texas or any political or governmental subdivisions thereof for a period of at least ten (10) years, and all delinquent taxes which may hereafter become due the State of Texas or any political or governmental subdivision thereof for a period of at least ten years.
