HJR 63, 49th R.S.
Proposing an amendment providing that any two or more cities or towns within any County having a population of more than three hundred thousand inhabitants in this State may consolidate under Charter Provisions or contracts, approved by a majority vote of the qualified electors thereof an election, with or without a reservation by or allocation of police, governmental and other powers to any such municipalities as a Borough or District of a consolidated city, not to be amended other than by vote of the electors of such unit, providing for proclamation, publication and election.
