Proposing an Amendment to increase the counties within which a single Clerk may perform the duties of District and County Clerks, from the present limitation of less than eight thousand (8,000) persons to counties having a population of less than thirty thousand (30,000) persons, providing for an election on the question of the adoption or rejection of such an Amendment and making an appropriation therefor; providing for the proclamation and publication thereof; and prescribing the form of ballot.
