Relating to requiring all presidents of universities and colleges, and all superintendents of independent school districts, and all principals of common school districts, receiving money from the State of Texas, to publish annually, under oath, in a local newspaper, a statement of all money received and expended by the school from sources other than money received from the State; providing a penalty.
