Relating to amending certain Statutes by defining the offense of contributing to the delinquency of a child under the age of seventeen (17) years, or contributing to the delinquency, dependency, or neglect of a Neglected Child or an Habitual Drunkard or a Narcotic Addict, defining the term "Delinquency", and providing a penalty.
