Relating to transferring to the State Highway Fund all unexpended and unobligated balances of appropriations made to the Department of Public Safety for use in paying salaries and other costs of operating the Certificate of Title Division of the Department of Public Safety for the use of the Highway Department in paying salaries and all other costs of operation the Certificate of Title Division of the State Highway Department.
