Relating to providing that the State become the beneficiary where there are no beneficiaries provided for under the Workmen's Compensation Act; creating a fund known as Employee's Rehabilitation Fund and appropriating the same to the Vocational Rehabilitation Division of the State Department of Education, for the purpose of rehabilitating and buying artificial arms, legs, and other appliances.
