Relating to making it a penal offense for any person, agent, and/or attorney, knowingly, to make any false statement or report in writing to any Department in this State regarding the allowables of oil and/or gas for the purpose of allocating and/or increasing said allowables; providing that any statement so made shall constitute a felony.
