Relating to validating all Ordinances of Home Rule Cities in Texas incorporated under and operating under the provisions of the Home Rule Amendment, where such charters require same to be published in so far as such required publication is concerned; providing the provisions of the Act shall not effect any suit or litigation already pending or which may be filed in a given time.
