Relating to releasing all penalty and interest accrued on ad valorem city and independent school district taxes which were delinquent on July 1, 1938, in all cities in this State having a population of not less than one hundred thousand (100,000) nor more than one hundred and twenty thousand (120,000) and in which the city council shall by proper resolution so determine.
