Relating to amending a certain Statute by providing that the Commissioners Courts in certain counties may use county road machinery and funds from the General Fund or Road and Bridge Funds in cleaning streams and in aiding flood control when said Court decides such improvements will be of aid to the county in the maintenance and the building of county roads.
