Relating to making adequate provision for the compensation of one Court Reporter to be appointed by the Criminal District Attorney in any county having a population in excess of two hundred and fifty thousand (250,000) and less than three hundred and fifty-five thousand (355,000) inhabitants according to the last preceding Federal Census and which alone constitutes two or more judicial districts.
