Relating to authorizing the Commissioner's Court of each county in Texas containing a population of not less than seven thousand one hundred (7,100) nor more than seven thousand one hundred fifty (7,150) according to the last preceding Federal Census, to fix the rate of wages to be paid county convicts committed to work on the county farm or public improvements at an amount per day not less than $1.00), nor more than $3.00.
