Proposing an Amendment of Section 51b of Article III of the Constitution of the State of Texas so as to require the Legislature to provide for a system of Old Age Pension and/or Assistance not to exceed Fifteen Dollars ($15) per person per month to actual bona fide residents of the State of Texas, over the age of sixty five years, excluding therefrom habitual criminals, habitual drunkards and inmates of a state supported institution.
