Relating to declaring to be an unlawful monopoly and its purposes to be in restraint of trade, any combination of persons, firms or corporations which determines the amount of money to be paid to it or to its members for the privilege of rendering publicly for profit copyrighted vocal or instrumental musical compositions, when such combination is composed of a substantial number of all musical composition copyright owners or their heirs, successors or assigns; providing penalties for the violation hereof.
