Relating to declaring the policy of the State of Texas with reference to the production and conservation of natural gas and protection of correlative rights of owners of gas producing properties by preventing cognizable and preventable damage; prescribing the penalties for violations of this Act and authorizing suits for penalties in the name of the State and fixing the venue of such suits.
