Relating to directing the Game, Fish and Oyster Commission of the State of Texas, to open a channel through Padre Island at a point approximately two (2) miles south of the Kenedy-Willacy County line, from the Gulf of Mexico into Laguna Madre, in aid of spawning grounds.
