Relating to authorizing the State Board of Water Engineers to have made a scientific study, investigation and report on the waters of the Rio Grande River for the purpose of presenting such data to the Government of the United States of America for its use in the proposed negotiations with the Government of the Republic of Mexico for a treaty between said two governments with reference to the equitable distribution and storage of the waters of the Rio Grande River and appropriating out of the general revenues of the State of Texas the sum of Thirty five thousand ($35,000) Dollars for the two years biennium to defray the expenses connected with the making of such investigation, preparing and presenting such data.
