Relating to making an emergency appropriation of Fourteen Thousand Fifty ($14,050.00) Dollars to the Sul Ross State Teachers College, Alpine, Texas, for the balance of the fiscal year ending August 31, 1937, provided, however, the Sul Ross State Teachers College shall be governed by the general provisions of the appropriation bill in the expenditures of the amounts appropriated.
