Relating to providing that a deplorable condition existing in that area of the State included in the Counties of Loving, Reeves, Ward and Pecos, has produced a condition which is declared to be a public calamity and making a grant of funds to Red Bluff Water Power Control District to pay principal and interest on bonds issued to provide funds to construct a large storage reservoir on the Pecos River for irrigation of the lands within such District and the construction of a hydroelectric plant and providing electric distribution system.
