Relating to creating a Special Road Law for Scurry County, Texas; providing that said County fund or refund indebtedness outstanding against its Road and Bridge Fund as of March 31, 1937, including bonds, interest-bearing time warrants, and scrip warrants by the issuance of funding or refunding bonds or warrants, either or both.
