Relating to authorizing any number of tax-paying residents of any city, town, or other municipality or incorporated subdivision of the State, or any paying patron of any municipally owned public utility, to maintain an action for or on behalf of such city, town or other subdivision of the State, and/or the officials thereof, and/or the governing board thereof, to restrain the issuance of any illegal bonds or other unauthorized obligations, and/or to test the validity of any such bonds or other unauthorized obligations of the said city, town or subdivision of the State.
