Relating to drainage districts and providing for the leasing of lands owned by such districts for mineral development purposes and providing the manner in which any and all functions, powers and duties exercised by the Commissioners of such drainage districts may be transferred to, be exercised by and vest in the Commissioners' Court of the County within which such drainage districts are wholly situated.
