Relating to providing an old age system for resident citizens over the age of sixty-five years; prescribing the qualifications of an applicant for relief under this Act, and permitting the discontinuance of the relief on conviction of an offense or upon evidence of changed status of the beneficiary; and fixing the punishment of any applicant or other person violating any of the provisions of this Act.
