Relating to permitting the State Highway Department to expend upon roads not a part of the system of State highways, funds specifically appropriated for expenditure upon such roads under the National Industrial Recovery Act passed by the Seventy-third Congress, June 16, 1933, Act of Seventy-third Congress, June 18, 1934 (H. B. 8781), and Emergency Relief Appropriation Act, passed by the Seventy-fourth Congress, April 8, 1935.
