Relating to making appropriation of funds out of the State Treasury, not otherwise appropriated, for the purpose of paying certain Deficiency Certificates for fees and costs of sheriffs, county attorneys, and clerks in felony cases for expenses incurred or fees accrued for services rendered during the year ended August 31, 1935.
