Proposing an amendment of the Constitution of the State of Texas by adding to Article 8, Section 17a, providing for the vesting of authority in the Legislature of Texas to provide for the pensioning of aged and necessitous citizens of Texas; providing for the determination of the age of the beneficiary of said pension and fixing a limit therefor.
