Proposing an amendment to Section 1, Article VIII of the Constitution of the State of Texas; and providing that the State may never impose an ad valorem tax on any property within this State or a sales tax on necessary articles of human food, excluding liquor, beverages, tobacco and tobacco products; providing that such amendment shall become effective October 1, 1936.
