Proposing an amendment to the Constitution of the State of Texas, to be known as Section 51B; providing that the Legislature of said State may authorize the levying of a two percent sales tax on all sales at retail of tangible personal property within the State, wither for cash or credit, made by those engaged in the business of selling such property at retail in due course of business.
