Relating to limiting the right to continue suits and probate matters pending in the courts of the State to civil and probate actions in which a member of the Legislature is either a party or has been, or in which no one other than a member of the Legislature has been retained as attorney for the 20 days next succeeding the convening of any session of the Legislature.
