Relating to validating all ad valorem tax levies heretofore made by independent school districts in the State of Texas which levies are unenforceable because of failure of the Board of School Trustees or Board of Education of such respective independent school districts to make such levy by ordinance, and which are unenforceable because of the failure of such Board of School Trustees or Board of Education to appoint the statutory board of equalization, or where the Board of School Trustees or Board of Education has acted as a board of equalization in the fixing of valuation of taxable property for ad valorem taxes within such independent school districts.
