Relating to authorizing the payment of old age pensions to all citizens of the United States, who are likewise citizens of Texas, and have been citizens of Texas for at least five (5) years prior to the application for a pension in this State and who are sixty (60) years of age and above; creating an Old Age Pension Fund in the State Treasury.
