Relating to providing for the issuance of license to and the payment of license by all persons, firms, and corporations engaging in the business of making secured loans, providing for cancellation by the Banking Commission of such license for good cause after notice herein, providing that it shall be unlawful to engage in the business of making secured loans without a license, providing penalties.
