Relating to aiding the Counties of Potter, Oldham, Carson, Armstrong, Randall, and Deaf Smith by releasing said counties from the payment of all ad valorem taxes levied for State purposes, and all interest and penalties which have accrued on such taxes which may have become delinquent, and all such ad valorem taxes as have heretofore been paid for the years from 1933 to and including the year 1938.
