Relating to amending a certain Article of the 1925 Revised Civil Statutes; providing that rate of premiums to be charged or collected by all companies transacting the business of fire and/or tornado insurance in this State shall be exclusively fixed and determined and promulgated by the Board of Insurance Commissioners.
