Relating to amending a certain Article of the Texas Code of Criminal Procedure; providing that a defendant in jail on account of his failure to pay the fine and costs adjudged against him, can be discharged on habeas corpus by showing that he is too poor to pay the fine and costs, and that he has remained in jail a sufficient length of time to satisfy the fine and costs, rating such imprisonment at one dollar per day.
