Relating to granting to Glenn W. Smith of Mason, Mason County, Texas, permission to bring suit against the State of Texas and the State Highway Department in the District Court of Mason County, Texas, for damages sustained to his property and crops; providing that such suit may be filed within two years after this Act takes effect.
