Relating to providing for the issuance of State Relief Bonds to be designated as Texas Relief Bonds, Third Series, in the sum of Nine Million Five Hundred Thousand Dollars ($9,500.00), under Section 51-a, Article 3 of the Constitution of the State of Texas; providing for penalties for making false statements or misrepresentation in order to secure money for relief.
